Imposes an arms embargo on Al-Shabaab in Somalia, with exemptions and exceptions for other actors in Somalia, and decides that the measures shall not apply to deliveries or supplies to the GFRS, SNA, NISA, SNPF and the Somali Custodial Corps; reaffirms the charcoal ban and IED components ban; renews the maritime interdiction of charcoal, weapons or military equipment, and IED components until 13 December 2025; renews the mandate of the Panel of Experts until 13 January 2026; and requests the Secretary-General to submit to the Security Council, by 1 November 2025, a technical assessment regarding the arms embargo targeting Al-Shabaab.
