About the Repertoire

The Repertoire of the Practice of the Security Council, mandated by the General Assembly in resolution 686 (VII) in 1952, provides comprehensive coverage of the Security Council’s interpretation and application of the United Nations Charter and its own Provisional Rules of Procedure since 1946.

Working Groups

The Security Council has created working groups that consist of representatives of the members of the Security Council to discuss a range of issues related to the general work of the Council such as procedural questions, peacekeeping operations and protections of civilians. Below is a list of all the working groups established by the Security Council, with a short description prepared on the basis of the content of the Repertoire, as well as links to the sections covering them in the Repertoire.

Representatives, Mediators, Coordinators, and Good Offices

The Security Council has requested the Secretary-General to appoint a variety of representatives and other individuals to assist the Council in addressing situations that threaten international peace and security. In some cases, the Security Council has asked the Secretary-General to use his good offices to address a situation directly.  Between 1988 and 2007, the Repertoire has generally not included coverage of representatives and special representatives of the Secretary-General or his good offices.

Subsidiary Organs Proposed but Not Established

This section provides information on subsidiary organs that were formally proposed but were not established, usually due to a failure to win sufficient support for adoption of a resolution. Information is provided on the decision-making process, discussion in the Council and any related documents, such as reports or draft resolutions. In earlier volumes, these were divided between proposed missions based in the field, and those that were based at Headquarters in New York.

Peacebuilding Commission

The Peacebuilding Commission (PBC) was jointly established by the General Assembly and the Security Council in 2005 as a new intergovernmental advisory body of the United Nations that supported peace efforts in countries emerging from conflict.

Consideration of procedures relative to subsidiary organs

This section provided case studies covering the Council consideration on the procedures relating to subsidiary organs, including procedures relating to establishment, consultation between permanent members, delegation of functions, modification of terms of reference and termination.

Missions of the Security Council and the Secretary-General

This page covers missions undertaken or authorized by the Security Council that were featured as subsidiary organs of the Security Council in the Repertoire. These include both Missions that are made up of members of the Security Council itself, as well as those in which the Secretary-General was requested to undertake a mission on behalf of the Security Council.

International Tribunals

Article 41 of the United Nations Charter gives the Security Council the authority to use a variety of measures to enforce its decisions. The Council regularly creates subsidiary organs to support or implement these measures. These organs have included international tribunals which have tried people responsible for serious crimes under international humanitarian law or in cases where the Government has requested the assistance of the Council in investigating and prosecuting cases.
