Murad Iraklievich Margoshvili was listed on 20 July 2017 pursuant to Annex III of resolution 2368 (2017) as being associated with ISIL or Al-Qaida for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of,” “recruiting for,” and “otherwise supporting acts or activities of” Jabhat Fatah al-Sham, listed as Al-Nusrah Front for the People of the Levant (QDe.137).
In the mid-2000s, Murad Iraklievich Margoshvili was the leader of a group of militants, controlled by Doku Khamatovich Umarov (Qdi.290), and was involved in the preparation and conduct of terrorist attacks on the territory of the Republic of Ingushetia (Russia).
From 2012 to 2015, Margoshvili was a member of the leadership and one of the leaders of a terrorist group operating in Syria, which cooperated with Jabhat al-Nusrah, listed as Al-Nusrah Front for the People of the Levant (QDe.137). Since the end of 2015 Margoshvili has been heading a terrorist group that has conducted attacks on the civilian population of Syria and infrastructure facilities.
Margoshvili actively interacts with the leadership of Jabhat Fatah al-Sham, listed as Al-Nusrah Front for the People of the Levant (QDe.137), maintaining at the same time contacts with the leaders of the Islamic State of Iraq and the Levant (ISIL), listed as Al-Qaida in Iraq (QDe.115), inter alia, including with the members of its supreme military council (which includes Abu Bakr al-Baghdadi, listed as Ibrahim Awwad Ibrahim Ali Al-Badru Al-Samarrai (QDi.299)). He holds himself out as a representative of Emarat Kavkaz (QDe.131) in Syria and actively contacts with the members of Emarat Kavkaz located on the territory of Russia and Turkey.
Margoshvili is wanted by the authorities of the Russian Federation for committing crimes of a terrorist nature.
