Imposes individual targeted sanctions (an arms embargo, including training and financial assistance, on individuals and entities; a travel ban on individuals; and an assets freeze on individuals and entities, as designated by the Committee); provides exemptions for such measures; and expands the mandates of the Committee and the Monitoring Group on Somalia.

Extends the mandate of the Monitoring Group referred to in paragraph 3 of resolution 1558 (2004) for a further six months.

Authorizes IGAD and Member States of the African Union to maintain for a further period of six months a mission  in Somalia (AMISOM), established pursuant to resolution 1725 (2006). Decides that the measures imposed by paragraph 5 of resolution 733 (1992) and further elaborated in paragraph 1 and 2 of resolution 1425 (2002) shall not apply to: 
(a) supplies of weapons and military equipment, technical training and assistance intended solely for the support of or use by AMISOM; or 
(b) such supplies and technical assistance by States intended solely for the purpose of helping develop security sector institutions, consistent with the political process, as notified in advance to the Committee and on a case-by-cases basis, and in the absence of a negative decision by the Committee established pursuant to resolution 751 (1992) within five working days of receiving an advance notification.

Extends the mandate of the Monitoring Group for a period of six months.

Decides that the measures imposed by paragraph 5 of resolution 733 (1992) and further elaborated in paragraph 1 and 2 of resolution 1425 (2002) shall not apply to:
(a) supplies of weapons and military equipment, technical training and assistance intended solely for the support of or use by AMISOM; and 
(b) such supplies and technical assistance by States intended solely for the purpose of helping develop security sector institutions, consistent with the political process, as notified in advance to the Committee and on a case-by-case basis and in the absence of a negative decision by the Committee within five working days of receiving such notification.

Authorizes IGAD and Member States of the African Union to establish a protection and training mission in Somalia, to be reviewed after an initial period of six months.

Re-establishes the Monitoring Group for a period of six months.

Requests the Secretary-General to re-establish, for a period of six months, the Monitoring Group referred to in paragraph 3 of resolution 1558 (2004).
