II. Who is entitled to submit requests for de-listing?
Individuals, groups, undertakings and/or entities inscribed on the sanctions list of one of the Security Council sanctions committees, except for individuals inscribed on the list of the 1267/1989 Committee (“the Al-Qaida Sanctions List”) can submit de-listing requests either through the focal point process or through their State of residence or citizenship. Hence, petitioners whose names are inscribed on the sanctions lists of the following Committees can submit requests for de-listing: 751 (1992) and 1907 (2009) concerning Somalia and Eritrea; 1518 (2003); 1521 (2003) concerning Liberia; 1533 (2004) concerning the Democratic Republic of the Congo; 1572 (2004) concerning Côte d'Ivoire; 1591 (2005) concerning the Sudan; 1636 (2005); 1718 (2006); 1737 (2006); 1970 (2011) concerning Libya; 1988 (2011); 2048 (2012) concerning Guinea-Bissau; 2127 (2013) concerning the Central African Republic; and 2140 (2014).
Pursuant to footnote 1 of the annex to resolution 1730 (2006) a State can decide that, as a rule, its citizens or residents should address their de-listing requests directly to the Focal Point. The State will do so by a declaration addressed to the Chairman of the Committee that will be published on the Committee's website. To date, the following States have submitted such declarations:
